Hope for Legal Immigrants

Governor Paterson of New York is looking at pardoning legal immigrants for old or minor criminal convictions based on their behavior since the incident, demonstrating their desire to live under the law.
I'm not really sure how I feel about this article because there is no description of what will be done after the pardon, how the government and state will be going about this process, etc.
Of course I think these legal immigrants who have started a healthy and happy life here should be allowed the same considerations as the rest of us. In fact I think the immigration system in this country is horrible, and something has to be done to accelerate the process so my only concern with this new development is how this will affect the process. In other words, will it slow things down more? I know hard working, law abiding, tax paying individuals who have been waiting years for their citizenship and my concern lies with them and their well being.
